OBJECTIVE

To offer knowledge and services in asset disposal and storage, provision of goods and services, and procurement for the University.

According to the Public Procurement Act Cap 410, the Procurement Management Unit (PMU) was created.

This unit comprises two divisions, store and supplies and procurement, and is headed by the Head of Procurement Management Unit. The unit directly reports to the university's vice chancellor.

The Unit engages in the subsequent activities:

  • Serve as secretary to Tender Board.
  • Prepare and update Annual Procurement Plan for the procurement of goods, works, non-consultancy and consultancy services.
  • Prepare monthly information used for the implementation of procurement plan for the Tender Board, management, user department and other stakeholders.
  • Ensure adherence to procurement process and procedures as per the Public Procurement Act and its regulations.
  • Procure, maintain and manage supplies, materials and services to obtain the best value for money in terms of price, quality and delivery.
  • Ensure proper handling and storage, adequate and timely distribution of office supplies and materials.
  • Provide professional advice to management, Tender Board, user departments and other stakeholders on matters pertaining to procurement practice, procurement principles and procedures.
  • Play as a link between the Agency and PPRA on matters relating to procurement.
  • Prepare bid documents for the procurement of goods, works, non-consultant services and disposal of assets as per regulations.

(x)     Assist contract management and administration, including coordination of contracts as well as issuing of approved contracts.

(xi)    Prepare and maintain records of all transactions in proper way for future reference.

(xii) Ensure specifications/standards for goods and services procured and monitor adherence to them to ensure value for money; 

(xiii) Perform functions of Procurement Management Unit as stipulated in section 38 of Public Procurement Act No. 7 of 2011 as amended on 2016;

(xiv) Prepare action plans, progress reports and budgets for the Unit.

(xv) Maintaining positive supplier relations, evaluating supply options, approving purchases, and maintaining accurate records.
